Fuse selection - L-L faults

Is it okay to consider only L-L faults for fuse selection as it produces the minimum fault. Any possibility of L-G or L-L-L getting lower than L-L faults?

L-G fault current is limited using NGRs, in medium voltage systems.
In case of low voltage systems, even a small impedance in the earth return path, can cause L-G fault currents to drastically reduce.
