Galvanized Plates in Fresh Concrete

I need a ACI referance or any referance that its okay to place a galvanized embed plates in the fresh concrete. If we place before concrete its confined space to get the concrete under plate. Cannot vibrate the concrete. Its 12"x 12" box and plate on top, no room for concrete to get all the way up. Please let me know. Thanks.

Can you drill holes through the plate to allow the air to escape?
