gap filler material

Looking for a moldable strip seal material, maybe some sort of thick soft neoprene or maybe an epoxy putty strip or steel gap filler material. I want to use the material to sandwich a deteriorated saw tooth shaped sheet pile wall between an H-pile flange and a steel plate, bolted together to create a watertight (or close enough) seal. This material would go on both sides of the sheet pile to fill in the gaps when the bolts are tightened down.

Perhaps you may want something that is a little more stable? MM1018 PUTTY - PN# 1436 load-bearing polymeric resin that is being used on bridges, roller coasters and ohter applications all over the world. 100% form and force locking gap compensation for tolerance inaccuracies and unevenness between metal elements, head plates, bridge bearings. Has high compressive strength and is corrosion and weather resistant as well. Best part, no casting!

Without knowing too much more about the situation, I'd recommend a hydrophilic water stop as bridgebuster recommended. You could also consider butyl rubber sealant. Note that if you are using a hydrophilic water stop, there needs to be water somewhat consistently present to keep the water stop wet, so it stays expanded. Otherwise they will dry out and shrink on you, then when you get a big water event, it can leak more than you want.
