Gas Flowmeter P/T Correction Factor

Hi all
I am having a big debate in my organization in calculating the volume correction with pressure and temperature correction in a diaphragm type gas flow meter. According the manufacture the below is the formula for corrected volume

Vb = V x Pabs/Pbase x (273.5 + Tb)/(273.5 + T)

where
Vb = volume at base - this will be the calculated corrected volume
V= Volume at measurement conditions - this will be volume measured and displayed by meter
Pabs = absolute pressure at measurement conditions - is this the temperature of gas flowing through meter/gas pressure from the source/tank
Pbase = absolute pressure at base condition - is this the temperature of location where meter is placed/meter operating temperature
T = gas temperature at measurement conditions - temperature of gas from tank/source
Tb = temperature at base conditions - temperature of meter location/meter design temperature
