In a GIS switchgear ( 34.5 KV) with three position switch of Isolator , circuit breaker & earth switch,if the cable is removed from the outgoing cable chamber & the breaker is closed , opened many times. After that if the earthing is done. The procedure for earthing is closing the earthing & closing the breaker ( earhing in GIS is done through the breaker). Will there be any static chrage inside the cable & is that static charge dangerous.

If I understood you correctly, the cable has been disconnected from the circuit breaker. Operating the breaker will therefore have no direct effect on the cable. However the disconnected cable should be earthed at both ends otherwise there is a potential for it to hold or develop a dangerous charge. The system safety rules in most if not all jurisdictions would require the cable to be earthed before it is worked on, and that would include breaking down or remaking the termination.

I mean to say that,will there be any static charge in the cable chamber ( not the cable)
The cable is disconnected from both the ends
 
Before disconnection the cable must have been earthed. Before working in the chamber the breaker has to be removed.
Attention because the bus is live and safety distances have to be respected. Only visual inspection is allowed.
 
The cable was new & when it was inserted there was no operation done.
THis is one of the breakers in the bus, if the breaker is open there is no voltage at the cable chamber.The cable was removed for the interconnection test.
After the testing the GIS switchgear was earhted as per normal procedure.
The question is that after Earthing will there be any static charge to injure someone.
