The upper attachment is attached to the inboard panel of the lavatory by three NAS623 fasteners which have the tensile strength of 2890 lb and shear strength of 2690 lb (Refer to MMPDS-06 Page 8-130 & 8-131), and bearing strength of D× t ×Fbru = 213.0 × 125.0 ×107000 = 2849 lbs. The through insert (CDSP5903-3) tensile and shear strength of outboard panel CDM058-62 with single doubler (Refer to CDR950-15-II) are 1289 lb and 1156 lb, respectively.
It can be seen that the insert strength is more critical.

Have you tried google ? looked at a product spec ? IDTS, otherwise your questions would be different.

A through insert is when both facings have been cut and the loadpath in/out of the insert is through the potting compound. As opposed to a blind insert where only one facing is cut, and the insert rests against the other facing (typically in the tension direction so the facing is resisting the tension load ... th eload is trying to pull the insert through the facing.

"what is insert strength ?" ... seriously ? ... the allowable load, the strength of the insert (which is really the strength of the potting compound).

would greatly help if you would post photos of the part (not a linked document).
where are you getting the insert / panel strength values?
how do you know the insert strength is more critical? (critical than what??)
 
when you say facing do you mean the faces of any structural part of a component? Is it possible to link any images for better visualisation?

by "facing" he means the face sheets of a sandwich panel. which presumably is what you are referring to when you are discussing inserts.
why don't you post some images of your particular configuration?
