I am adding revisions and the block is growing off the page. I thought it would know, and add a new page or add beside the current. Any advice? This is from the GM toolkit.

Sometimes you have to edit it down to show only the last few revisions. The example below is from a specific group (GPS - Global Propulsion Systems) and may vary slightly compared to the 11X17 revision block - the important part is how it's showing the jump from REV 002 to REV 007.
Let me know if this is a good enough example or if you feel more comfortable with a specific example coming from the 11X17 format. For what division of GM is this drawing you have?
I found this via GMSupplypower - they've moved the old infoBOOK which contained all the GM standards - a mess of hodgepodge stuff and more so now. Here's about the only other thing than the above that is remotely close to what you're asking. They say to leave the first revision on there and to make a redrawn note. Example image followed by the exact text:
Redraw when a revision history is full. Note the previous drawing (rev 021) is retained per ILM. The original initial release statement is retained.
If all else fails, call the GM DRE and ask them how to handle it.

What it ended up being was, an edit done outside of the tool. When I deleted back to that point, I was able to add revisions until it split side by side.
Which leads me to this question. Can we insert into the revision block? I only see edit and delete.
Ah - yes, the 11X17 drawing tool should automatically split into 2 columns - thought you were already to that point and not wanting a new page, sorry.
I can't tell you positively yes or no - been a long time since I've done an 11X17 drawing and I only remember bits and pieces of what can be done. Let me test out a GM part and see what I can get from that. Today, I'm only dealing with roll sized drawings (which were supposed to be a thing of the past about 15 years ago).
I couldn't find a way to insert into the revision block. What I did as a test was enter 3 revision entries with descriptions of TEST1, TEST3 and TEST4. To enter TEST2 in place of TEST3, I went into edit, clicked on TEST3, cut the entry (TEST3) then changed it to TEST2. Edited TEST4 entry, pasted TEST3 in front of TEST4, then cut TEST4 and added a NEW line for TEST4 entry which was pasted in from the previous edit.
I hope that makes sense - as far as I can tell, that's about as good as it can get.
GTAC (Siemens helpdesk) does have a GM Toolkit specialist. So you can call them for GM Toolkit-related topics. If you have a maintenance agreement that is current, I feel it would be worth your time to call GTAC and see if you can make an Enhancement Request for this and give them your take on adding an INSERT option for the Revision Block and anything else that might fall into this category.
The newer roll sized formats which I am making use Tabular Notes and don't error out when manually editing them, which is nice. It appears to me the 11X17 drawings are still using geometry and text which is a bit dated.
I don't know if ERs will do much of anything, as these are GM owned and maintained (that I am aware), at least prior to GTAC's involvement with the GM Toolkit.
