Please help as I am not a metallurgist!

I have a spec for a U-Bolt that reads, "5/16" Steel Rod, Grade 8 Per SAEJ429, Meium Carbon Quenched and Tempered, 150,000 Minimum Tensile Strength."

I have a material cert for the steel rod that says the material certifies to "ASTM A108-03"

Do I have the right material?

I appreciate any information.

ASTM A 108-03 Standard Specification for Steel Bar, Carbon and Alloy, Cold-Finished is a standard for cold finished bars, so the raw material to make the u-bolt could conform to that. SAE J429 Mechanical and Material Requirements for Externally Threaded Fasteners has requirements for chemical composition and mechanical properties, but A 108 does not, so you still need to verify these things on your final parts.

By the way, using cold finished bar stock for a small diameter fastener is not very cost effective. You should look at ASTM F 2282 Standard Specification for Quality Assurance Requirements for Carbon and Alloy Steel Wire, Rods, and Bars for Mechanical Fasteners.
