I have a structural engineer who has said that murals on floodwalls can cause damage, as the paint creates a seepage barrier and can increase freeze/ thaw damages to the concrete surface.
I have seen several floodwall projects that have extensive murals, but they tend to be in warmer climates. Can anyone tell me if the worry about a painted surface is warranted?
