Graphic software

Hi,
Could anyone recommend any decent software for creating images for use in user manuals.
I'm using grabs from Catia and inserting them into word documents but the images are not the best.
I'm probably grasping at straws but I thought Id ask

It's free, and allows for some nice annotation options.
