Hey how's it going I have an answer for you but please read carefully and look at the Warning and answer portions of my response.

I do not recommend that the option I'm going to tell you about be put into the company or default config.pro file used by all users unless. If you use this option please do so in your own directory's config file or make your own file size.pro and open it after Pro/E starts. You probably wouldn't want to use it for assembling new components in an assembly if you use the two window option.

The option you are looking to use is
force_base_size but be forewarned that it is a powerful option in that it will always keep the screen area of your display the same size.
Force_Base_Size XXX YYY will set the display area of your screen with the pixel sizes given by XXX for display area width and YYY for display area height.
XXX Display area width in pixels
YYY Display area height in pixels
If you use the Navigation tab for your model tree and then close the tab the opposite side of the overall Pro/E window size will shrink so the display area size remains XXX by YYY pixels.
This option will also make all new windows display with the XXX by YYY size and you cannot change the size of the display area to make it larger with out Modifying the config option.
The good news is you can change this option in session and choose Window->Default size to update any changes.
The bad news is all windows in session will be the same size. You may be able to get different sizes I've done it before but it's difficult.
When you have your screen open and have the message lines area and Navigation tabs hidden do a print screen and then use Paint or another picture editor and crop the screen so that only the display area shows you can take down the pixel size info from the picture program and try those values in your config file.
If your Pro/E window size is maximized, showing the Navigation tabs or Increasing the lines of display at the top or bottom of the screen is allowed because the Pro/E window cannot be made larger than the display area of your computer screen/screens.
