Grinding Circumfrential Seem Flush

I have an ASME VIII, Div 2 Part 5 design by analysis vessel. For a number of reasons I am required to weld a support saddle on top of the circular seem (RT1 full radiograph). The wall thickness is 3.5 inches, so the seem is fairly wide.

My question is:

1.) Are there any ASME code violations with grinding the circumferential seem flush to accommodate welding the saddle on the vessel?
2.) I am assuming I would need to radiograph the seem after girding it flush if allowed, right?

If you radiograph the seam before grinding, why would you feel like you need to do it again afterwards?
The outside weld (probably a fillet weld joining the support to the PV), will be in the way of a post-attachment RT exam. Do the pressure weld RT before the next weld outside goes over it.
 
But no issue with grinding the weld flush?
 
If MT or PT are required you will need to do so after the weld is ground flush.
 
Good engineering practice is RT after grinding weld.

Hopefully, it is not a tapered seam that you are trying to grind.
 
The radiographic film shall be compared with actual weld surface if there any question.

Do be careful when grinding. I've seen many an over-zealous grinder remove too much material.
