Hello,
I am looking at a ground beam that can be subject to tensile and compressive axial loads (under seismic conditions) but also supporting a block wall.
I need help on how I can combine the effect of the bending moments due to the wall and the seismic axial loads in my design. Please see the attached sketch. Thanks in advance.

Your beam should be designed considering interaction of both bending and axial loads. You should use the load combinations from Chapter 2 and 12 (as applicable) of ASCE 7. Load combination specific load factors should be applied to bending and axial. Don't forget to add the vertical component of the seismic force (.2SdsD) in the calculations.
