Where would I find the standard for ground vibration caused by an industrial activity, specifically a stamping plant. The concern is vibration in homes surrounding the plant.
Not knowing what part of the world you are in, I can't be specific for what is most appropriate for your case. We use a German standard (english translation version!) for assessing vibration in buildings. DIN 4150-3 Structural Vibration Part 3: Effects of vibrations on structures. Your national standards body should be able to get you a copy.
The ground vibration data should be expressed in terms of velocity.
The velocity should be represented in terms of a one-third octave spectrum, over the frequency domain from 4 Hz to 100 Hz. Each spectral velocity magnitude is the RMS velocity for the given band.
The "Residential Day (ISO)" maximum RMS limit is 200 micrometers/sec. Each spectral line amplitude should be within this limit.
