Grout Bond strength

may I know what does the grout bond strength mean in the specification sheets?

Is it the bond strength between rebar and grout or grout and concrete?

I am designing for a connection that will resist overturning of wall coping and the dowels (#6) run from the wall coping to the wall. The dowels are in tension and when the coping is overturning. The dowels are fixed in the coping hole which will be filled with grout mentioned above. I want to make sure the grout has sufficient bond strength, both between the coping concrete around it and with the dowel which is embedded 11" into the grout.
