GUA is it a fitting or enclosure?

We are supporting conduit going to a 1/2" GUA fitting on one end and hanging a solenoid off the other end. The support is within inches of the GUA fitting. Our inspector is saying that the GUA fitting must be supported at two points to comply with NEC 314.23(E).

I like to ask whether a GUA fitting should be considered a conduit fitting or as an enclosure as our inspector seems to think.

The scales may be ‘tipped’ in favor of junction box {versus conduit body} if it contains splices, such as with solenoid-coil pigtails.
