H900 HT on 17-7PH Cond C SS 2

I keep hearing and reading about how H900 is not applicable to 17-7PH cond C, instead CH900 is to be applied. What is the technical reason behind this statement.

When you do H900 treatment to a 17-7PH condition C wire the result is 17-7PH CH900.
