Half-tube header acc. App13

Hello

Is it possible to calculate a half-tube header acc. ASME VIII Div.1? (see attached file)
For the tubesheet (thk.:45mm) I should take "Non Circular vessel - app.13", fig.13-2(C) with a ligament efficieny factor caused by the tube holes.

It is correct, apply Appx 13, fig.13-2(c) and ligament efficiency factor for the 'stay plate'.

Are you sure? because our NoBo will not approve this design acc. to ASME. They say that our design is not corrct acc. app. 13...
We have to use the equivalent of AD2000 B5.
 
Yes, I am sure. However, the Authority is the AI, not the Notified Body. I would also dispute the competency of your BoNo over their assessment of suitability or not of Appendix 13 for the design of your header. They may approve or not the use of Appendix 13 for any design, that is in their power. They can deny the ASME Sect. VIII Div 1 all together for a particular design and favour the EN code for example, but that approval is based on other competent organization assessment, not on their own impression or gut feeling. Perhaps, things will change in time and EN and ASME would be-friend each other, eventually.
