Handhole Grounding 1

480V, 3W system. Equipment bonding conductor sized per the overcurrent device. Running 3-1/C#2 and 1-1/C#8 GND from source to building via ductbank with handholes. Do we have to bond the rebar in the handholes to the bonding conductor? How could you / is it necessary to ground a metallic cover?

The City of San Jose, CA requires bonding conductor to metal cover of pull boxes, see standard details.
May be you recall an article in IAEE magazine re: a lady that was killed recenly in Las Vegas. She was walking without shoes and due to wire insulation failure the lid became energized.

Several utilities have experienced lawsuits lately related to such covers causing electrocution. ConEd in New York is undertaking a program to retrofit grounds where contact is likely. Bonding the reinforcing alone would not prevent this.

Metal Man Hole covers grounding- It is now required in Las Vegas and southern Nv. and in some cases like parks use of only non-metal covers.

A new section in the 2005 NEC requires that metal covers and other conductive surfaces of handholes be bonded per 250.96(A). See 314.30(D). You can also argue that 250.4(A) requires that metal manhole covers be bonded.
