Handover? You mean turn over of contract documents from OEM to owner, from owner to new owner, from existing employee to new employee??????

Hi, I mean the handover procedure for documentation from the manufacture to the client. thanks

My preference, as a client, is for the fabricator to arrange for me to fly to Tahiti where we'll proceed with me taking formal posession of the doc's.

But generally speaking, this activity is governed by client specifications and purchase documents. If none exist, then the purchase agreement was poor (fault to both client for not providing and manufacturer for not asking). If you are in this situation now, then you need to reach an agreement equitable to both parties. Otherwise you have a 50-50 chance of not doing business again, and that could be detrimental to both.

All the neceserry documents are in the contract. Just follow up the contract, and you will find all reqirements, sertificates, procedures, NDT reports etc.
If you don't have a contract, and they already payed, than why do you care.

Are you:

a. The client / end user?
b. The engineering contractor working for a)?
c. A sub-supplier providing services / equipment to b)?

If a) then you should have told b) what documents you require as part of the overall project document handover.
This should have been agreed prior to project award.

If b) you should be using the specs or procedures from a) or will have produced your own project specific specification / procedure showing exactly what documents are required. These should be given to your sub-suppliers.

If c) you are the lowest of the low and you need to follow the requirements set by b) in his purchase order. There is normally a percentage of the PO value held back until all the documents have been supplied.
