Handrail regulations 1

I am a teacher who needs help desperately. Does the ANSI 117.1 Code specifically require handrails on risers of two or more in a commercial building? Is this a state requirement, a federal requirement or simply a local regulation? See how incredibly stupid I am? My mom entered a commercial doctor's office and fell descending two risers that were out of code compliance according to size and the risers did not have a handrail. We are working with an evil insurance company and they are stating that they cannot assume liability even though there were two code violation citations. The building was remodelled in the 1980's but the city code regulating these violations dated back to 1979. I would like to know if it is a state code, a federal code or just a local code which cites the necessity for handrails and riser size requirements. HELP! What does ANSI 117.1 state relating to this matter?

I'm not sure I will look further into it but consider this. If the insurance company will not cover it, it seems like this can fall back on the city who issued permit. They new the handrails were not in compliance and they still allowed occupancy after how long ? I would start talking with a lawyer, this is why cities are end up in court because they issue permit knowing something is wrong. If they didn't know and still issue the permit they are still responsible.

If they bypass city inspection you can go after the property management company. Take pictures before things are changed and go see a lawyer. The insurance, City or Building management group will be more than happy to settle.

Magistraeo, did you check with BOCA, the building code standards bible? I'm pretty sure most libraries have or can find you a copy. My copys at home or I'd quote a paragraph or 2 for you.
