Do handrails in industrial buildings have to meet ADA codes. Specifically, is the 1 tread width extension AND the 12" horizontal projection at the bottom of stairs required?

Industrial bldgs. have less of an occupant load than would a church or a theatre let's say. I would think that these requirements do not apply. Why not call your local building department and ask to speak to the architectural plan examiner?
