Hanging sprinkler pipe to sprinkler pipe - Code infringement, or not?

I have seen this in a high-rise building...35 floors typical. Pipe hanging to pipe, with bent rods. I know bending rods is forbidden. But pipe to pipe? We know pipe is not structural. Is there any specific code other than 9.2.1.3.1 (NFPA 13-2013) that refers to this type of practice?
I think this is not proper practice, but before taking this further and possibly defaming another sprinkler company, I need some backup resources. BTW. This floor has less than 175psi system pressure...other floors have 230 psi inlet pressure leading to PRVs...just saying.

A.9.1.1.8.1

The rules covering the hanging of sprinkler piping take into consideration the weight of water-filled pipe plus a safety factor. No allowance has been made for the hanging of non-system components from sprinkler piping. NFPA 13 provides the option to support sprinkler piping from other sprinkler piping where the requirements of 9.1.1.2 are met.
