HAP (Hourly analysis program error in calculation )

I have been found this error in hap since i used it form 4 years and till now i cant find an answer or confirm if this is an error from HAP or i miss something so i sent the attached files for HAP technical office to illustrate the issue, so please can anyone review.

I can't open the file. It has a .rar extension???

It needs Winzip to open; 7zip doesn't do it for some reason.
