Hello, I'm new to this list (non-engineer). I am rebuilding the top end of my motorcycle (harley-davidson sportster, evolution engine). MY QUESTION is whether it is ok to torque down my head bolts in 15 to 25 degree temperature. I am concerned that the bolts might become too tight when at operating temperature. My garage has no heat. Thanks for your help.

Torque specifications for this type of thing would be for room temperature tightening, mainly because it isn't done any other way. Just be sure you are not using an inferior substitute (i.e., lower strength), and that you are sure you have the correct specified torque for your engine. The correct torque applied to a bolt of incorrect strength could lead to serious trouble. Also, don't lubricate threads unless the manufacturer's manual says so; otherwise you will overtorque.
(I like to save money, but certain classes of car parts I always get OEM, including exhaust, front end parts, CV joints, bearings, etc. Head bolts would definitely be one of those types of item).
Good luck
