Head wall height determination for Gravity retaining wall

Embankment slope is made to 18.43 degree, ordinary slope protrudes from the edge but this one is made to stabilize load from the slope. how do we set the slope? here is a picture.

again not sure, the height H, is just part of the wall. The wall is a mass gravity wall, the mass of the wall needs to be sufficient to resist sliding and over turning
