Heat exchanger in hydrogen service

It's urgent I need to know what are the procedures for non destructive examination for a heat exchanger that both tube and shell side are in hydrogen service

I would start with He leak testing.
This is tough service.

Nearly all electrical generators above 250 MWe capacity are hydrogen cooled- I would contact those manufacturers, and also read and follow the safety guideliness developed by NASA for hydrogen service.
 
Question is a little vague and probably not pertinent to this forum since it is not "heat transfer" related.
Since it seems you are speaking about shell and tube HE, I suggest you to start reading API 660 and IOGP S-614 recommendation.
