heat input & cooling rate

in AWS and ASME sec IX says that if heat input increase ,the cooling rate decrease .
my question how can i produce slow cooling rate to keep the weld material in perlite phase where it must increasing heat input to do that (by understanding from above reverse proportion

HEAT RETENTION BLANKET

use of these blanket as soon as finish welding to reduce the cooling time , the pearlite structure requirements can be achievable..
 
Sorry but my question was in reverse proportion between heat input and cooling rate, were all them should keep in lowest.!!!
