Heat Treat Condition for Welding Procedure Qualification per Section VIII

UG-84(h)(2)(b) specifies that the test plate material, (of the qualification), shall be in the same heat treated condition as what is used in production. My understanding is that there is very little difference between the normalized and quench and tempered heat treat condition for P1, Gr. 1 or 2 steels in regards to impact test results. Is this correct?

I understand that if you will use normalized condition in production you shall have a test with plate with the same condition, I would not challenge the code and do otherwise just because they seem similar. The MTR or the lab cert will prevail. Procedure is a very important doc which lasts for ages and if you do not do it correctly it can be questioned or null.
 
How many heat treated conditions as per the code Sec.VIII div.1? Any thing other than
1. Normalized
2. Normalized and tempered
3. Quenched and tempered
