please explain me about the Note: ' * IN CASE OF THE DEPTH OF FOUNDATION AND TIE GIRDER ACCOMMODATE DEVELOPMENT LENGTH OF COLUMN, STANDARD 90 HOOK SHALL NOT BE APPLIED" ?

I suppose it means that if the available depth for embedment is sufficient to achieve development length with straight dowels, you don't need the hooks. But the hooks serve other purposes, namely for constructability.

The author of this note likely is trying to use English, when it is not his first language.
 
Hooks have no influence on compression development length... tension length only.
