Hello,
New Catia V5 R29 user. Is there a command finder I can use? Also, Is there a way to turn on the mouse over command definition in a setting somewhere? I watched an I GET IT training and I saw that it was working for the instructor but I can't find where to turn it on.

There isn't a command finder. All you can do to see all the commands available, is by right clicking in a toolbar, then press costumize, In commands tab at the left there is an option to all commands. At right there is all commands available in CATIA.

What do you mean by "mouse over command"?
 
Mouse over command (Tools → Customize)

Additionally under Help, there is a "What's This?" use that and it will bring you to the help documentation on that command if it has a link.

You do need to have the help file documentation installed and pointed to the location.
