HELP !!! heater will not heat ( 99 Expedition )

i have went through the heating system with the service tech. at the dealership and he tells me theres nothing wrong with the heating .. the engine is at it's correct running temp. , all the vacuum system is at correct levels have been tested with a vacuum pump , the blend door is working properly also and new heater cores front and rear the heater hoses on the engine are hot .. my front heater will not get over 68 degrees when my rear heat gets to 74 degrees ... i ask the service tech if the heater valve might be acting up he said it looks fine , when i ask him where the heater valve was located he couldn't tell me .. i no it's not under the hood i have tracked all the heater hoses .. My question is on my 99 expedition is the heater valve under the dash behind the pass. airbag ?????
