Help with B31.3

I am trying to find the allowable stress per B31.3 302.3.2 (d). I understand that the allowable stress is the lowest stress calculated from scenarios 1 thru 7. Right after scenario seven there is a paragraph that says:

"In the application of these criteria, the yield strength at room temp is SyRy and the tensile strength at room temp is 1.1StRt"

What does this paragraph mean? Is it something that needs to be calculated and taken into consideration for the lowest allowable stress? Any help would be appreciated.

You have a material not listed in Table A-1 or A-2?

If you need to figure it out, you could always use a material listed in one of the tables and calculate the allowable stress. If your answer agrees with the tabulated value, your approach is correct.
