Anyone knows the term "across the isolating distance" mean?

This concept is shown in the catalog ABB NALF and IEC 62271.

The distance between the contacts when open.

But, when you say "contacts"...what distance? RED or BLUE (Or are the same distance).

Red is closer. Blue is between phases. Please note that neither sketch is very precise. The isolating distance would need to be measured when open, and the blue line looks more like a center to center distance than the minimum distance between live parts.
