hello everybody !!

why we don't consider the effort created by the wind in tne combination load when we try to design a sole?

Most everyone who posts on here needs help.
 
I'm assuming you mean a pad. And you should include the wind when doing your load combinations however in general the wind load combinations do not govern for any design of the foundation besides uplift and even then the uplift force due to the wind is generally lower than 90% of the known dead load (generalizing here I know as there are many foundations that need to be designed for uplift).
