i am doing pqr for astm 516 gr 60 and 70 is it impact test required for this material design temerature is -3 .

Depends on the thickness. Is the -3 DegF or DegC ?

API 650 12th Ed, 9.2.2.3-
For materials to be used at design metal temps less than 10*C, the qualification of the procedure for vertical shell welds shall include impact testing.
