High pressure cycle

I am working on a high pressure system with cyclic loading. I need to attain pressures of 350 bars followed by 250 bars in a cyclic manner.One cycle lasts for 1 hour. The working fluid is water and the system volume is not more than 5 liters. I am thinking of using servo valves to obtain this cycle but unable to find one. Can anyone specify a setup to withstand this high pressure?

Is it pure water or can you put additives in it?
There are hydraulic valves rated for 350b.
I am a little concerned about how fast you want to let down pressure and the risk of cavitation in the valves.

How smooth do you need this to be? That pressure rise with that volume is a very small amount of water if the volume is static?

My thought z s would be a pressuring chamber somewhere issuing a gas cap as the pressurising medium.
