Can in a gas insulated switchgear the clearing distance of a circuit breaker with grading capacitors in parallel to its open contacts and the opposite side of the circuit breaker earthed be considered as safe isolation distance for a high voltage test?
Any other life circuits are safe isolated by the next downstream isolator.
