Which metal has the highest relative permeability at 12T?

Iron, Cobalt, Nickel and their alloys are all saturated at 12 Tesla. Their relative permeabilities will all equal 1 at 12 Tesla.

How are you achieving 12 Tesla? That is an extremely large magnetic field.
 

the low frequency relative permeability at such fields is unity regardless of the metal, what are you trying to accomplish, are you trying to provide flux closure?
 
I am trying to reduce the magnetic field strength of a powerful source, beneath the saturation induction of mumetal
 


First you have to define your system geometrically and the magnetic flux magnitudes you are dealing with or expect. Then you have to perform yopur stress calcualtions and sort out your materials selection...there is no one answer that fits all.
