Hole Definition Standard

I recently discovered that there are standards for hole definitions located in the installation directories of Catia.
I run V5R20-R26 right now.
The threaded hole standards are available in R23, but I am unable to get the counter bore Standards to be recognized.
In R25, there is a drop down menu in the Type tab called hole standards, but this menu does not exist in R23.
Does anybody know how to get this feature turned on?
