holes locked down

Is there a setting that locks down holes when placed. After I place down a hole, I try to dimension it to move it and the hole does not move and the dimension appears with an underline under it. I use to be able to move holes but seems like something has changed.

Sure you haven't managed to align the holes with some other geometry?

Did the holes themselves go black?

you have to click the maintain relationships button. the underline means it is not in scale
