Hollow Block Wall Lateral Support

Does 150 mm thick non load bearing hollow block outer wall is suitable for the height of 3.5m, however wind pressure is 1 KN/m^2 or I need to provide some lateral support to the wall if answer is yes then by providing the horizontal dowel bars (8mm dia) between wall and RCC column at 1m intervals is reasonable solution as shown below?
Column spacing is 4.5 m
or any other way to provide lateral support???

Reasonable, yes, depending. Is the block wall providing any lateral resistance to the concrete frame, or is it a simple infill wall? I would recommend that you make each block course tied to the columns with the dowels into a reinforced bond beam course.

The wall definitely needs positive anchorage at the edges to resist wind load. Assuming the concrete columns are designed for the imparted wind loads, doweling to these seems like a fine approach. I would perhaps try to space the dowels a bit further apart and instead install in grouted bond beams instead of just hollow block (assuming this is a new wall of course). The wall design is then checked for bending using the bond beam reinforcement and block, similar to a vertically-spanning wall.
 
Sorry, should have been more clear...by stating "space the dowels a bit further apart", I meant moving them into the center of the block to tie into bond beams rather than the mortar joints as you have shown.

yes i am assuming that the RCC column will provide lateral support to Hollow block wall by providing the above type of connection , actually i am talking about the horizontal wind pressure which will apply directly to the wall as shown below so my question is that the 3.5 m height is resalable however wall thickness is 150 mm or still i need to provide special connection for lateral/horizontal support.
concrete filling will be up to 2 blocks near to the RCC column as shown below

A couple of things...by connecting into the columns at each side, you are assuming the wall will span horizontally (4.5 m), not vertically. To use the 3.5 m span, you would need to connect into the beam at the top and the foundation wall. This can be achieved by doweling into these elements (similar to what you are doing for the columns).

I doubt you will be able to get a 6 inch (150 mm) thick hollow-block wall to span that distance under wind load. I strongly suggest adding reinforcement with either bond beams (if the wall is assumed to span horizontally) or vertical reinforcement in the cells (if spanning vertically), or both.
 
Can you use a dovetail slot in the concrete and dovetail anchors?
 
i got the information just now from site that the only available blocks there is burnt clay hollow blocks unfortunately as shown below.
so now i am again confused how i can make the dowel connection as yo suggested above ????

The top face of the clay block can be sawn off horizontally, and the top of the block used as a bond beam, with rebar laid into the cores, and grouted in. Do this for each bond beam course.

dovetails work and they are fully adjustable. Also, the thin material (1/8" or so) can easily be embedded in a clay tile mortar joint.
