Horseshoe shims and bolt bending 1

If a horseshoe shim is used between a base plate and slab (assume no grout) is the threaded rod subjected to shear, tension and moment; tension and shear, or something in between (if so is it quantifable). Any help or references would be a great help. Thanks

The bolt specifications give an allowable out of straightness for bearing surfaces - check out the A325/A490 spec for this.
 
Are these what you mean by horseshoe shims?

Is this baseplate part of a light pole or sign?

OR, is it under rotating machinery ?

The light pole folks can get away with things, like using under nuts for leveling, are looking for trouble on a machine base, despite what the grout manufacturers say.
