Hose Allowance for Roll Paper Storage on NFPA 13 (2019) 1

I'm designing automatic sprinkler system for roll paper.
NFPA 13(2019) said i will have 250 gpm 2 hours but NPFA 13 (2016Edition) said i will have 250 gpm 1 hour.
Which one is correct.

Just so you know, the 2022 edition put it back to 1hr, that is if you are referring to ESFR protection.
