How can I optimize a water meter according to SANS 1529

I need to know what are the parameters to study in a water meter to improve its functionality.

I'm not asking for solutions, just the current problems that I'm supposed to know. Water meters for urban use.

~All a meter does is meter - I'm really not sure what you mean by "functionality"

Turbine meters are less accurate than other meters at low flow rates. Turbine meters have less headloss than other type of water meters because the measuring element does not restrict the flow as much. The flow direction is generally straight through the meter, allowing for higher flow rates and less pressure loss than displacement-type meters.

Problems associated with metering arise in the case of an intermittent water supply, which is common in developing countries. Sudden changes in pressure can damage meters to the extent that many meters in cities in developing countries may not be functional. Less accuracy occurs over the lifetime of a water meter and under-registering water consumption leads to lower revenues if the defective meters are not regularly maintained or replaced.
