You should ask the software provider for this information

in my understanding, there is no option to convert the new version or save as function as older version. but possible to convert the old version to new version.

to use HAP users need to be on annual subscription. so you already pay for the newest version. no need for any legal user to be on an old version.

What would be the reason for the other party to use an outdated version? If they legally obtained and use it, they have the newest version.

Not true. You pay a large sum for the 1st year license and then smaller fee for subsequent years. I even looked up the license agreement. It clearly states the first purchase price is the "1st year" subscription, not for some sort of owning the software. You are not allowed to use the software even if they back then didn't have programming to prevent you from using it.
Same with Trace. A few years ago Trane also added an online check of the license to prevent unlicensed users from using the software after the subscription expired.

I'm not a friend of the new (not so new anymore) policy by all software vendors to basically force subscription on you. The upside is, everyone can be on the same version since very user is paying for subscription.

I'm not accusing you or your client to knowingly violate software agreements.. this is a common oversight when the vendor didn't put in measures to verify the subscription.

How to overcome their lack of an active subscription probably shouldn't be discussed on this forum. I don't think HAP implemented some sort of backwards conversion option to facilitate users without active subscription.
