how can I write text in a PDF drawing?

I send out Standard details to my sales team in PDF.
They want to be able to write project names onto the
PDF drawing in the title block. Is there an inexpensive
package that would allow them, ten of them, to write in
the project names, either into PDF or I could send them
AutoCad .dwg's. To buy them all AutoCAD or even Acrobat
full version seems an expensive solution $5000. Is there
a simple program that can open .dwg's.? Thanks

If you use PDF quite a bit, I would suggest getting a seat of Acrobat for them. I know it is 200-250$ but it can do a lot more than just add notes to PDF files. Just a thought.
 
Thanks for the tips.
I am exploring the iteksoft option, I work on Win 98 and
it will not work on less than 2000. It's time I upgraded but my boss likes steam drive.
Here in the UK Acrobat is $400 per licence, I am looking into multi licences but I believe it will cost us $4000.
