I did this in NX12custom many years ago and cannot remember how I did it.
I copied all of my templates from NX12custom to the New NXcustom\NX1899library folder. and I get all of the tabs again.

Remove the extra .pax files from the Templates folder, or Templates\startup folder. Depending on which method you are using.

I still get the DMU tab, it appears to be hard coded, at least in NX12.

You have to create your own pax file and store it in your Templates directory. Move all the other pax files to a backup directory.

@ Dave, Thats how my NXcustom for NX12 is as well.

I believe I copied my files correctly to the NXcustom for 1899. I don't have any additional pax files in Templates or templates\startup

I'll have to look into it deeper next week. I even removed the pax files from the default install folder and I still get them so I am not sure where it's pulling them from.
C:\Program Files\Siemens\NX1899\UGII\templates

the NX120Custom tool has it's own directory for Templates. It doesn't use the one which is installed with your NX base.
Guess that would be the same for the NX1899Custom...

Start a NX session, then look in the log file for .pax for File New Templates.
All the pax files are loaded at startup and will be listed with their location.
Image below is from looking at the log in Notepad++ and you can see the list at the bottom of the PAX files that are loaded and their locations.

Thanks Anthony,
according to the logs its still pulling the pax files from every module in the default install location. not just the ones in my custom template dir.

edited : I fixed it. I forgot to uncomment the line in the NX1899env.dat
