How do i use Cells?

I can't seem to get the cell thing going, i'll go to "cells", then i'll make a new cell, but it doesnt give me the "create" option, can someone tell me the exact way to create a cell?

after making new cell do you place a fence for the cell? if you dont do it. and then, from cell tool button, define a cell origin. u will see that create button is active.

First select the cell command. Then put a fence around the object. Then select the cell insertion point. Then click on create

The above is correct, but you can also create a cell using the "Element Selection" tool (rather than placing a fence).
