How full is full?

Regulations for my local area and state both specify min/max velocities for wastewater lines and give associated grades. Resources I've found online all say something to the effect of "...slopes sufficient to allow a velocity
when flowing full of not less than xx feet per second". I'm curious what others use as "full". Opinions with my coworkers vary. When I reverse calculated minimum slopes for pipe sizes I found the tables use ~50%.
